Abstract: On the beginning of state activities of D. N. Bludov, who is well known as one of initiators of the of the literary society — «Arzamas» creation and as a distinguished representative of Russian enlightened bureaucracy — Minister of Justice and Minister of Internal Affairs. His role in making and translating important international documents, which were the basis of The Holy Alliance and international relations in Europe after the victory over Napoleon France remain unexplored. That is why the main attention in the article is paid to diplomacy period in life of Bludov, which corresponds his main literary period.
