Abstract: On the new concept of the National library and information collection formation by book chambers, libraries, archives, scientific and technical information institutions and specialized depositories. The idea of a more complete preservation of documental cultural heritage of Russia, including network information resources is substantiated. Criteria of sharing responsibility between the organizations participating in formation of distributed national collection are offered in the paper.
