Procedure for Consideration of Manuscripts Submitted to Bibliotekovedenie for Publication

“Bibliotekovedenie” (Library and Information Science) is a journal on research and practices in the field of library management and book trade.

1. The authors who wish to publish their manuscripts in “Bibliotekovedenie” must send them by e-mail (bvpress@rsl.ru) to the Journal Editorial Office. The subject matter of the manuscript must match the scope of the Journal and one of the main Sections and may be tentatively agreed with the Editor-in-Chief by e-mail. The authors must observe Requirements for Manuscripts to be Published in the “Bibliotekovedenie” Journal which can be found on the Journal web-site and the last page of each issue or provided by the Editorial Office upon request.
   Along with the electronic form, the manuscript must be handed over personally or sent by ordinary mail to the Journal Editorial Office. The printed version of the manuscript must fully match its digital version. The pages of the printed version must be numbered.
2. The Editorial Office accepts only original research materials which have not been published elsewhere. Should plagiarism and / or duplicate publication be identified, the manuscript will be rejected at any stage of publishing process.
3. All legal matters related to publication in the Journal, including the responsibilities of the Parties (author and publisher), are regulated on the basis of the PUBLIC OFFER (PUBLISHING) and the Offer Acceptance Act signed by the author. Along with the basic package of documents the acceptance act must be handed over in the printed form and signed by the author(s) in blue ink (ballpoint pen).
4. Within ten business days the Editorial Office will advise the author(s) by e-mail if the manuscript has /has not been accepted for review and subsequent publication.
5. After the manuscript is registered, the Editorial Office can send to the author(s) its comments concerning both the content and formatting of the manuscript that have to be taken into account and improved before the manuscript is checked in and passed to reviewers. The amended version of the manuscript must be sent back by e-mail to the Editorial Office.
6. The text of the manuscript must be reviewed in the manner set forth in the Guidelines for Reviewing Manuscripts Submitted to “Bibliotekovedenie” for Publication in the form of a double-blind review, when the identity of the reviewers and the authors are not disclosed to either party.
   1. 6.1. The Journal reviews all received manuscripts appropriate with the topics of the Journal in the purposes of peer review. All reviewers are acknowledged experts on the subject of the reviewed material, which have publications on the same topic during last 3 years. All reviews must be kept in the publishing house and editorial office for 5 years.
   2. 6.2. Editorial office must send copies of reviews or reasoned refusal to the authors of the submitted materials and send copies of reviews to the Ministry of Science and Education of the Russian Federation upon written request.
   3. 6.3. The final decision on publication is based on the results of reviewing considering meeting the following criteria: compliance of the manuscript with the journal’s issues, relevance of the theme, research contribution of the manuscript and impact of the research result. Within 4 (four) months from receiving the manuscript, the Editorial Office must inform the author if the manuscript has been accepted for publication.
7. The improved version of the manuscript with the amendments and additions introduced by the author(s) as recommended by the reviewers must be sent back by the author(s) to the Editorial Office for final approval.
8. When finally approved, the manuscript will be added to the journal portfolio and put on the publication list (in order of priority to be determined by the Editor-in-Chief according to the submission date of the manuscript, the content of the respective journal section and the thematic scope of the issue).
9. The manuscript with the Editor’s comments as well as its proof and review must be kept in the Editorial Office archive for at least one year after publication.
10. Authors are fully responsible for the content and publishing of their manuscripts. The opinion of the Editorial Board may differ from that of the authors, and the Editorial Board will never be held liable for any inaccurate data published in the Journal. The Journal Editorial Board disclaims any responsibility to the authors and/or third persons and organizations for any damage that may incur as a result of the publication of the manuscript.
11. PhD students are not charged for the publication of their manuscripts. No royalties are paid.
12. Manuscripts and related other materials will not be returned.
13. Manuscripts that do not observe Requirements for Manuscripts to be Published in the “Bibliotekovedenie” Journal will not be accepted for publication.
14. This Procedure has been drafted in compliance with the provisions of the Order No. 793 of the Ministry of Education and Science dated July 25, 2014 "Concerning Approval of the rules of creation with notice of the List of Russian Reviewed Scientific Journals which publish the basic results of research findings of PhD and Doctoral Dissertations, and Requirements for the reviewed science journals for inclusion in the List of Russian Reviewed Scientific Journals which publish the basic results of research findings of PhD and Doctoral Dissertations (for more information, please see at http://vak.ed.gov.ru/).
