Abstract: Journal of the Ministry of Education was the first (and the only one for a long time) popular science journal in Russia, in which all Russian scientists were published. This official gazette of the Ministry was also a scientific journal in the humanities with preference to pedagogy, history and literature. Especially it is necessary to mention the bibliographic annex to the journal, representing, in fact, the systematic index of all books published in the Russian Empire during the year.
