III St. Petersburg International Cultural Forum III St. Petersburg International Cultural Forum, the Year of Culture, the Year of Literature, Presidential Library named after Boris Yeltsin, Libraries, Modern Information Technologies, New Forms of Work The article is devoted to the overview of the events held within the framework of the III St. Petersburg International Cultural Forum, which completed the Year of Culture in Russia. The scale of the Forum by content, as well as by the number of participants exceeded all expectations of the organizers. The Forum assembled over 7 thousand professionals from dozens of countries around the world. Its extensive program included conferences and round tables on topical issues of the modern domestic and foreign culture, performances and master classes by prominent artists of the world level, and signing of memorandums on cooperation with several countries. One of the main venues of the Forum was the Presidential Library named after Boris Yeltsin. There were held the events dedicated to the upcoming Year of Literature. At the various meetings of Forum, devoted to library, book, reading, there was repeatedly noted that modern information technologies had complicated the life of libraries, demanded search for the new forms of work, able to respond to the challenges of the time. 2015, no. 1

Ensuring Preservation, Continuity and Development of Scientific Thought: Look through History into the Future The Library of the Russian Academy of Sciences, Anniversary, Research Conference, Book Design Fair, Information Technologies, Automated Information-Library System of the Russian Academy of Sciences The article provides an overview of the jubilee events, devoted to the 300th anniversary of the Library of the Russian Academy of Sciences, held in October—November, 2014. In the context of contemporary problems of library and information activities and continuity of knowledge development there was highlighted the research conference “Library of the Academy of Sciences: 300 years of Dedicated Service to Science”. The attention is drawn to one of the major activities of the library, defining the outline of the ongoing and upcoming changes: improvement and development of the automated information-library system of the Russian Academy of Sciences, which solves the problem of openness and accessibility of the collections to the wide range of users. 2015, no. 1

The Social Subjects of Librarianship Management: the Library Triad Librarians, Librarianship, Power, Marketing, Pedagogy, Promotion, Society, Triad The article considers the issues of librarianship management. There are three social subjects, determining its development in Russia: the state power, the social group of “librarians” and the social environment. There is shown the variability of this triad, using as an example the stages of history of the Russian libraries of XX century.
Interaction between subjects of librarianship management is executed in the forms of: education, promotion and marketing. Implementation of forms depends on the type of library. There is studied the concept of library marketing and introduced specific details in its definition.
The author concludes that in contemporary Russia there is only one social subject interested in the normal condition of library triad: there is the social group of “librarians”.

This property is universal; it is inherent in both: print and e-book. To study the manifestation of gravity is offered through the processes of reading. Dated Russian Manuscript Books of XVI Century in the Collections of the Russian State Library Manuscript Book, Archaeography, Source Studies, the Medieval Russia, XVI century, Research Department of Manuscripts of the Russian State Library, Bibliology For the first time in historiography there is considered the composition of manuscript books of XVI century, being preserved at the Manuscript Department of the Russian State Library. The author focuses on the dated books which have special records, including the date and place of book production, scribes and customers. These records are the main source for studying the process of book production in the medieval Russia. The aim of this article is to give the information about 111 dated books written in 1500–1600 from 22 collections of manuscripts of the Russian State Library. The work includes the catalogue of dated manuscript books, which contains data on the name, size, pressmark, date and the place of book production, scribes and customers. The scientific importance of this catalogue is connected with the new data on the books from the uncharacterized collections (such as E. Egorov’s and P. Ovchinnikov’s collections). These materials are the important addition to the amount of known data on book culture of the medieval Russia. 2015, no. 1

Editions on the History of Alphabets for Students of the Book Publishing Industry ABC Book, Alphabets, Textbooks, Authors of Textbooks, Teachers, Schools of Book Printing Problems of literacy, correctness of speech, correction of errors in printed editions, which rose a hundred years ago, are relevant today. For the first time there are examined the textbooks published for students and professionals in book printing. The main substantive aspects of the article are the role and importance of these textbooks. At the turn of XIX–XX centuries in St. Petersburg there were several schools of book printing, where in the classroom the students got acquainted with the basic techniques of typesetting works. There was a need of publishing the special literature. The authors of textbooks have become school teachers. The article analyzes the following editions: R. Nippert “ABC Books of Eastern and Western Languages” (SPb., 1859), A. Serkov “Quick Start Guide for Compositors of Typographic Art” (St. Petersburg., 1861), G. Kerbach “Slavic Alphabet” (SPb., 1894), G. Schroeder “On the History of Alphabets” (SPb., 1896).
Publications on the history of alphabets made an enormous contribution to the expansion of knowledge on book printing in Russia and formed the basis for the subsequently developed special educational literature on the art of typesetting, book printing and decorating books.

The article contains the story of Library Directors — the outstanding people of their time, employees, saving the library during the siege of Leningrad, as well as gives an outlook for the near future.
The first part of the article describes the difficulties the new library had to overcome in the beginning of its glorious historical path. The second part covers the activities of the great Directors — seafarers, such as I. Kruzenshtern, F. Wrangell — Admirals, toured round the world, and many others, successfully managed the library in the nineteenth century. The third part focuses on the difficulties that befell the library in the twentieth century: Revolution, the Civil War and the Great Patriotic War. We are still grateful to E. Kazais, A. Maimistov, B. Nikolsky for their hard work, that allowed to save the collections. The final part of the article gives an overview on the current state of library and the prospects for the near future.

Study of this area of library science requires clear and unambiguous understanding of terms and definitions; therefore the problem of conceptual framework of methodical activities is highly relevant to the theory and practice of librarianship. The article presents the modern term system of methodical activities of libraries. Terminological aspects are considered on the basis of wide range of sources, including regulations. The basic terms and definitions in the area of library science and scientific approaches to term formation are analyzed in the paper. The attention is paid to the conceptual meaning and relationship between such terms as “Methodical Work”, “Methodical Guidance”, and “Methodical Support”. It is proposed for consideration the term “Methodical Support” as the most functional one which can be used to describe the concept both at the legislative level and within the library community. 2015, no. 2

There are revealed discrepancies in quantitative data and some contradictions in the findings of different authors on the periods of scientific activities. For the purpose of refining and updating information there was studied collection of dissertations on these disciplines for the period of 1986–2013, using such criteria of bibliometric analysis as a year of defending the thesis, academic degree for which dissertation was defended, content of dissertation (by the field of science specified in the passport of scientific discipline). There are determined periods of scientific activity in the formation of the collection of dissertations. On the basis of methods of mathematical statistics there is studied the uniformity of depositing thesis collection by annual flows. 2015, no. 2

Odoevsky In 2015 there will be celebrated the 220th birth anniversary of the prominent humanist, writer and diplomat Alexander Griboyedov, who lived and worked in a fateful period in the history of Russia, “the Golden age of the Russian literature”, when had been formed the generation of the Russian intellectuals, determined the trend of development of the Russian science, culture, and enlightenment. There are profiled relations of the active participants in these processes, reformers of the history — A. Griboedov and V. Odoevsky, their joint literary and musical studies, as well as history and role of “Mnemosyne” Almanac in the literary process of 1820-ies. In the historical context of the events taken place in the period named Pushkin epoch, there are traced the tragic fate of the friends of V. Odoevsky and A. Griboyedov — Decembrists A. Odoevsky and V. Kuchelbecker. Chief Archivist of Scientific Research Department of Manuscripts, the Russian State Library “Musician and Poet Needs Listeners, Readers...”: Exhibition Dedicated to the Anniversary of A. Griboyedov Griboyedov, “The Woes of Wit”, Archive, Manuscript, Dramaturgy, Diplomacy, Literature In January 2015, an exhibition titled “Musician and Poet Needs Listeners, Readers” dedicated to the 220th anniversary of Alexander Sergeyevich Griboyedov (1795–1829) took place in the reading hall of the Manuscript Department of the Russian State Library. A lot of original documents from the collections of manuscripts relating to the life and work of a brilliant playwright, diplomat, poet and composer were displayed in this small exhibition. In addition to autographs and other documents from the archive of the writer (Fond 451) the numerous copies of his famous “The Woes of Wit” are of great interest as well. The exhibition is designed not only to show the most valuable materials, but also to convey as far as possible the atmosphere where Griboyedov lived and worked, to emphasize the charm of this outstanding personality in the history of the Russian literature. 2015, no. 2

The relevance of the problem is connected with a growing crisis in the German multicultural concept and seeks to provide means of achievement via intercultural library activities. The main tasks of the public library assistance to the National Education Plan are considered. The terms “multicultural services”, “multicultural library activities” and “multicultural user” are analyzed. The attention is paid to the possibilities of mass cultural work with migrants to improve language competence as well as analyzing four main groups of reader interests which have the impact on information competence building. Professor of the Department of Library and Information Science, Orel State Institute of Arts and Culture, Doctor of Pedagogical Sciences Library Outreach Activities of Trusteeship of People’s Sobriety in the Orel Province in late XIX — early XX century Russia, Trusteeship of People’s Sobriety, Library Outreach Activities, Orel Province There is considered the experience of trusteeship of people’s sobriety in organizing free public libraries and reading rooms, in conducting educational activities in Orel province in late XIX — early XX century. Since late nineteenth century the Russian State and the Russian Orthodox Church, realizing that the main cause of alcoholism is the low level of spiritual and moral life of the nation, have joined their forces to address this problem. Together they built an integrated system of education and upbringing of people in the spirit of sobriety and piety by creating trusteeships of national sobriety. Analysis of data on the number of libraries organized by the trusteeships of people’s sobriety on the territory of the Russian Empire in 1902–1910, allows to conclude that the greatest number of the trusteeship libraries functioned in the years 1905–1906. In 1906–1909, their number decreased. Among 3915 trusteeship libraries in 1910, 70% were affiliated at different institutions, 11% were placed in specially hired premises and 19% at guardianship institutions, mainly in teahouses. In total, there are identified 128 libraries, opened by trusteeships in the Orel province. Library and educational activity of trusteeships of people’s sobriety in the Russian Empire in late XIX — early XX century gives the possibility of using the historical experience for interaction of the local governments, social movements, and libraries for the purpose of maintenance of temperance in modern conditions. 2015, no. 2

Associate Professor of the Department of Social Work, Pedagogy and Psychology, Kazan National Research Technological University, Candidate of Historical Sciences Organization and Execution Mechanism of Library “Purges” in the Soviet Ukraine (1920–1930) Library Collections, “Purges” of Libraries, Removal of Books, Censorship Bodies, Lists of Banned Books, Instructions on the Removing of Books, Public Commissariat of Education, State Political Department, the Ukrainian SSR Formation of the Independent States of the former Soviet Union and formation of their own history requires clarification of a number of aspects of the Bolshevists activities in the national cultural policies. “Purges” of library holdings which were held throughout the Soviet Union, in different republics had their own peculiarities. Therefore, the article using the example of Soviet Ukraine, traced causal relationship between the work with book collections and political environment, cultural and national policies of state party-political machinery of the USSR. On the basis of archival sources there was revealed the process of organizing the library “purges” of “harmful” literature, identified the structures, given the orders and participated in this work, there was reconstructed the mechanism of their activities in the Soviet Ukraine. An important aspect of this study is analysis of motives of withdrawal from the library of works of Ukrainian authors. Post-Graduate Student, Institute of Publishing and Journalism, Moscow State University of Printing Arts named after I. Fedorov Educational Book and Book Publishing of Moscow Student Community at the Beginning of XX century: Libraries, Publishers, Book Trade Students, Cooperation, Mutual Aid Societies, Fraternities, Libraries, Publishing Houses, Book Trading, Textbooks, Institutions of Higher Education, Moscow The article focuses on the libraries and the publishing and book trading organizations established by Moscow students in the early twentieth century. These organizations were founded to make the textbooks more available, cheaper and less deficient than they were at the moment. As the resource of the textbooks, libraries of compatriots’ associations were widespread. At the Moscow University students publishing commissions (parts of benefit societies) printed lecture notes and examination programs. Library, publishing, and trading activities were tightly bound in these societies. In the Moscow Technical School and the Moscow Women High Courses the libraries and publishing houses functioned independently of each other and of economical organizations of students. The students Library of textbooks at the Moscow Agricultural Institute was really unique, as it combined library service with book publishing for a while. Book trade was usually managed by publishers. Besides students organizations within educational institutes, there functioned a cooperative bookstore and a publishing house at the same time, common for all Moscow students. A dream, that never came true, was a Students House and united library collections of textbooks in it. In spite of many complications, the cooperation was successful, and due to it, access to the textbooks was facilitated for many students. 2015, no. 2

Leading Researcher, the Russian State Library “Common Slavic Booklore: Unity and Diversity” (To the 1000th Anniversary of Repose of Prince Vladimir) Day of Orthodox Book, the Russian State Library, Metropolitan Kliment, Youth Conference, the Holy Equal-to-the-Apostles Great Prince Vladimir, Common Slavic Unity The Russian State Library hosted the Third International Youth Conference “Common Slavic Booklore: Unity and Diversity”, dedicated to the Day of Orthodox Book and to the 1000th anniversary of repose of Prince Vladimir, which was attended by Metropolitan Kliment of Kaluga and Borovsk. On March 12, at the Cathedral of Christ the Savior there was held a meeting of Patriarch Kirill of Moscow and All Russia with young participants of the conference, students of military boarding schools of Moscow and many fans of the book. The Primate of the Russian Orthodox Church corresponded to the congregation the Pastoral discourse, stressing that the Day of Orthodox Book, being governmentally celebrated each year, has acquired a deep historical understanding: “Books... convey to us information from the past, they are the carriers of some kind of heredity. ... In the best books this code is depicted, and one of such books is „Apostle“”. Since 2001, work on identification and state recording of book monuments is one of the priority directions of State Cultural Policy of Russia. Functions of organizational and scientific-methodological center are being performed by the Russian State Library.
By now there is created scientific-methodological and organizational basis of the system of state registration of book monuments. There are adopted legal rules governing the state registration of book monuments, however its implementation involves significant legal and organizational problems. For further development of system of state recording of book monuments and solution of the existing problems, at the Government support there is created the All-Russian Corpus of Book Monuments, there is continued scientific and applied research on its identification and description, implemented and improved the technology of automated record-keeping, there is executed training of personnel capable to implement system approach in work with book monuments.

There are revealed discrepancies in quantitative data and some contradictions in the findings of different authors on the periods of scientific activities. For the purpose of refining and updating information there was studied collection of dissertations on these disciplines for the period of 1986–2013, using such criteria of bibliometric analysis as a year of defending the thesis, academic degree for which dissertation was defended, content of dissertation (by the field of science specified in the passport of scientific discipline). There are determined periods of scientific activity in the formation of the collection of dissertations. On the basis of methods of mathematical statistics there is studied the uniformity of depositing thesis collection by annual flows. 2015, no. 3

There is analyzed the practice of implementation of standards in user service at the Russian State Library, there are identified common and specific factors influencing the service technology. Among the common factors there are highlighted, in particular, type of request, information carrier, degree of novelty of the document, type of collection organization. Specific factors are expressed by specific features of the standard. It is shown that the technology of service using standards is cause by presence of such specific features as uniform title and status. There is described the technology of implementation of a number of library services: provision of standard in a hard copy and in electronic form, as well as bibliographic, consulting and training, and exhibition services. There are proposed the ways to improve the technology customer service with implementation of standards towards further automation of operations. 2015, no. 3

The practice of using screen reading, which became equal to “revolution” in the world of reading, is connected with two current theories of reading — factor and deictic.
The new European project for additional training of subject teachers in the field of literacy strategies in reading the domain-specific texts is one of the ways of the improving the quality of reading and literacy of pupils of se-condary schools. The results of research performed by the members of the Reading Association of Russia, describe the modern readers of different ages with respect to their gender characteristics and readers’ preferences, including reading and screen reading, as well as present the visual metaphor “Readers’2013”. The findings indicate the importance of using the screen reading to promote reading among youth, especially among students.

The theme of library, of literary interests of M. Sholokhov was not considered in the sufficient range by the researchers of his work. The article describes the library collected by M. Sholokhov; there are discussed a number of fragments from his letters and memoirs of contemporaries, indicating formation of the spiritual world of the writer, what place in his life was occupied by fiction, historical and philosophical books.
Currently, the Museum-Reserve of M. Sholokhov is working on reconstruction of library of the writer, lost during the Great Patriotic War of 1941–1945, which is going to become one of the most important exhibits of the Museum-Reserve.

Under Mikhail Pavlovich, as the Commander of the Guards Corps (1826-1849), the organized officer libraries in the Guards Corps have got its further development. There are presented and analyzed normative legal documents, having made the significant contribution to the history of military librarianship of the Russian Army. Some of them became the basis for the further development of “Statutes”, “Regulations” and “Instructions” of military libraries. The aim of the study is to identify various aspects of use of library resources and services, as well as to reveal the degree of satisfaction with the work of libraries. The survey results are presented for the sample as a whole and by specific groups of respondents, selected by the place of work (employees of the leading and metropolitan universities) and by preferences in the use of new formats of resources (only working with electronic resources or their subset — licensed resources). It is concluded that the users highly appreciate the work of libraries in general, however demonstrate the need for improvement in the use of licensed resources: the need for the new search services, new forms of library support when using these resources and the opportunity to work with them outside of the University premises. 2015, no. 4

The method is based on the use of the adopted classification decisions, borrowed from bibliographic records. The solutions found are specified by the information received from the classification system, and generalized by different ways. There are considered four options for obtaining classification decision, which differ by the number of failures and the proportion of incorrect results. There is demonstrated successful method for subject analysis of titles of works by LBC divisions. There are considered the problems of bibliographic catalogue and classification system, reducing the result. This Collection of Jewish and Arabic books and manuscripts of Baron Ginzburg is considered to be one of the treasures of the Russian State Library. The manuscript part of the Collection consists of 1913 units of the 14th — 19th centuries.
In 2010 the Prime Minister of Israel Benjamin Netanyahu during his official visit to the Russian Federation raised the issue of transfer of the Ginzburg Collection to Israel “as a reciprocal gesture of good will” (the building of St. Sergius Metochion in Jerusalem was returned to the Russian Federation at the end of 2008). The search of documents relating to the fate of the Baron Ginzburg Collection in Russia held in the Russian archives produced unexpected results.
After the First World War the Society of Friends of the Jewish National and University Library in Jerusalem (JNUL), created in London, got interested in the Ginzburg Collection. At the beginning of the 1920s representatives of JNUL claimed that Baronesse M. Ginzburg had been paid in advance and there had been drawn the act of purchase and sale of the Collection. However, they did not submit any documents which could confirm the version of sale of the Collection.
By that time books and manuscripts were nationalized as scientific treasures and got held at the Rumyantsev Museum. The Museum leadership and Soviet Jewish community objected the idea of transfer of the Collection.
Director of JNUL G. Leve appealed to V. I. Lenin, to A. Lunacharsky, the People’s Commissar of Education, and to other leaders of the Soviet Russia to solve the matter concerning the transfer of the Collection to Jerusalem. The request was supported by the famous scientist Albert Einstein. His letters to A. Lunacharsky are published for the first time.

Fractional education modifies the curriculum, what leads to the imbalance of reading roles. Thus, classic literature, which is the custodian of cultural and moral values of society, occurs on the fringes of education. Pupils and students are barely acquainted with the modern literature, which is necessary not only for socialization of individual, but also for the formation of such mental action as inference. Purposeful training to reading strategies in the classroom at all subjects makes the process more efficient and frees up time for the accompanying study of the subject of reading. The model of “Reading throughout life” is complemented by “Reading in all spheres of life” model; it is assumed acquaintance with the texts of different genres, styles, types, and kinds. Reading of girls and boys is different. It was a period of rapid development of book publishing, periodicals issuing, development of scientific and professional societies in Azerbaijan. All that processes were accompanied by the development of bibliographic activities. In the latter half of the XIX century there took place intensive accumulation of Oriental manuscripts and printed sources in the Russian cultural centers, particularly in St. Peterburg, Moscow and Kazan. A lot of valuable culture and art objects came to Russia from Azerbaijan. Despite the significant advance in the development of bibliographic resources of Azerbaijan, the work on their formation did not become a systematic activity. The material is based on the results of a national survey “Accessible tourism and special library”, initiated by the Stavropol regional library for the blind and partially sighted. It is noted that accessible tourism questions are relevant to 20–25% of Russian libraries for the blind. However, the author points to the identified problem areas related to both: the practical and theoretical side of the question, in particular, the necessity to specify in detail the definition of accessible tourism. In the first part of the article there is described the purpose, stages, methods, and tools used in the course of work. In addition, this work presents the results of analysis of questionnaire data. The current Legislative Decrees in Russia interpret ELS and EL as interchangeable terms, where the ELS term is specified (as opposed to EIEE). The analysis of several ELS, conducted by the Universities of culture and arts, has revealed considerable shortcomings, among which there are the significant cost of connecting to the systems and the low quality of specialized content.
For universities of culture and arts there is offered the solution through organization of bi-directional interaction between the electronic resources, created by university professors, and electronic resources available to the students of these universities. There is described the experience of practical application of the model in the period of 2012–2014, as well as outlined perspectives for its further development through monitoring of the structure of book supply of the University according to certain parameters.

The history of military research libraries of military academies, fundamental libraries of military cadet schools, cadet corps and military schools is reflected in a number of publications; however, the history of collections of cadet school books for a long time remained outside of the field of view of researchers. For the first time there is discussed the history of creation of libraries for teachers and educators, as well as the age related libraries for children of military medical schools, providing training of paramedical personnel for the military needs. There is described the role of the Main Directorate of military educational institutions in drafting regulatory documents for the military medical schools, among which of particular importance for the centralized management of school collections was “The Instruction for maintenance of libraries and classrooms in the military medical assistant schools”. The Results of the Third All-Russian Competition “Librarian of the Year — 2015” The All-Russian Competition “Librarian of the Year”, the Russian Library Association, the Year of Literature, Municipal Public Libraries The article is devoted to the results of the 3rd All-Russian Competition “Librarian of the Year — 2015”, held in the Year of Literature by the Russian Library Association and the Ministry of Culture of the Russian Federation. Evolution of Concept of Library Collections under the Impact of Electronic Environment Library Collections, Electronic Resources, Library Services, Licensed Resources, Terminology, System of Standards on Information, Librarianship and Publishing (SIBID), Print Documents Repositories, Interlibrary Lending, Internet Resources, Public Domain, Open Access The article analyses the evolution of library collections concept in the last twenty years. It is demonstrated that the electronic environment allowed libraries to provide users with many documents, both electronic and print, which don't belong to libraries. They may be licensed from commercial providers, accessed on the Internet public domain and stored in other libraries. This situation forces libraries to rethink the concept of library collections step by step and introduces the new types of library collections, such as licensed collections and shared collections. Activity of Information Services on Culture and Art of the Central Libraries of the Subjects of the Russian Federation: from the Experience of the Recent Years Libraries, Experience, Culture, Art, Information Activity, Resources, Individual Information Sharing, Group Information Sharing, Publishing Activity, Mass Work This article presents the main changes taken place, to the authors’ opinion, in the perception and practice of libraries'work on information support to specialists in the sphere of culture and art, such as: forms of participation, individual and group information sharing, creation of the resource base, mass work. In particular, the article notes increasing credibility of libraries as organizations, able to monitor the state of regional library sphere. Publishing has become an important integral part of libraries activity. Much more events of complex nature requiring high analytical skills are being held. One can highlight the main consumer groups of information and analytical products of libraries. They are: executive authority and research staff of cultural institutions and high schools. The article is based on the results of written and oral surveys of about 40 central libraries of the subjects of the Russian Federation, on the analysis of publications and libraries’ reports from the website “Central Libraries of the RF Subjects: Corporate Full-Text Database for Professionals” and from other Internet resources. 2016 (Vol. 1), no. 1

There is described the system of criteria of reading of sector-based literature in accordance with the cluster principle, as well as their integration into the library and information services. The criteria of quality of reading are proved as ties of social and personal socialization of readers. Description and identification of the autograph, its introduction into scientific use, as well as its study are relevant problems of today, as the accumulated handwritten material of this kind requires samples of cataloguing. The Russian collectors propose to comprehend such material accumulated in private collections, publish previously unknown autographs, manuscripts, epistolary heritage of Russian poets, writers and artists. Spiritual Music by P.I. Tchaikovsky in the Editions of P.I. Jurgenson: the Problem of Dating P.I. Tchaikovsky, P.I. Jurgenson, Spiritual Music, Edition, Dating, Output Data Area, Series Leaflet P.I. Jurgenson was the only publisher of spiritual music by P.I. Tchaikovsky. Generally, those works were published immediately after creation (except for the spiritual hymn “The Angel Cried”, released in 1906, when neither the composer nor the founder of the publishing company were no longer alive). The thorough study of the available copies of the spiritual music by Tchaikovsky in the collections of the Library of the Moscow Conservatory allowed to presume that Jurgenson (and after 1903 his heirs) regularly republished those works, because the demand was apparently incredibly high. The presence of different kinds of printing details and identification of individual visual differences in those publications have led to certain adjustments in attribution of separate musical editions, appeared during the period of almost 40 years (from 1880 up to 1917). The developed method of more accurate dating, tested on the materials of spiritual music by Tchaikovsky, is applicable to any other work by this author and, more broadly, by any other composer, who printed his opuses at Jurgenson. 2016 (Vol. 1), no. 1

Tchaikovsky, Musicologist, Library, Irkutsk, Pedagogical Institute, Lifetime Edition, Unique Copy, Possessory Binding, Printed Music The paper summarizes the results of the first phase of study of the possessory unique collection of books and printed music “Collection from the Library of the Irkutsk Musicologist Vladimir Fedorovich Sukhinenko”, stored in the holdings of the Sector of rare books and manuscripts of the Library of the Pedagogical Institute of Irkutsk State University. For the first time there is revealed the structure and content of the library of musicologist, and there is given the general description of its value. Special attention is paid to the lifetime editions of the printed music by P.I. Tchaikovsky in possessory binding. On the basis of bibliological analysis there was determined that the unique copy belonged to the representative of Irkutsk eminent dynasty, hereditary hono-rary citizen of Irkutsk the musician Ivan Apollonovich Belogolovyi. 2016 (Vol. 1), no. 1

Public Libraries: Participation in the Life of Refugees Libraries, Assistance to Refugees, IFLA Section of Public Libraries, German Courses, Social Assistance Libraries throughout the world have a strong history of responding to natural disasters and humanitarian crises providing a welcoming environment, a place of refuge for body and soul, and a source of information.
Members of IFLA’s Public Libraries Standing Committee and their colleagues have joined together to collect some examples and stories of the role public libraries are playing in the refugee crisis, particularly in Europe.
The resulting document is not meant to be exhaustive but is more of a starting point for shared experience and inspiration and demonstrates the power of libraries to make a difference in people’s lives.

At the meeting of January, 2016 there was discussed the theme “Archival Document as a Source of Information”, as well as the projects associated with the publication of archival documents and being of interest to readers. There is presented the project of the author and publisher T.A. Lobashkova “Papers of Konstantinovichs of the Romanov Dynasty”, which includes a series of 11 publications since 2013. The new books in the genre of family chronicle were issued by the publishing house “Gelios-ARV” (“Egorievsk Olden Time” by S.T. Slovutinskyi, “The Memoirs of I.S. Turgenev Fa-mily” by V.N. Zhitova) and by SPHL of Russia (Slovutinsky S.T., “General Izmailov and his Servants”). The publishing house “Minuvshee” prepared a valuable reference edition of the book by Tula researcher M.Y. Klepov “Officers — Knights of St. George of the First World War. Errors in the West-European Books of the 15th — 17th centuries (from the Holdings of the Russian State Library) Book, Book Cover, Manuscript, Inkunabulum, Engraving, Errors, Misprints, the Russian State Library. The article is based on the revealed by the author and first described findings from the collection of foreign early-printed books of the Department of rare books of the Russian State Library. Among these editions there dominate the books belonging to the trophy cultural values received by the Library upon the end of the World War II. There are the Forty-two Line Bible of Johann Gutenberg from the collection of Heinrich Klemm, books from the collection of book-covers of Jacob Krause and his disciples (Dresden).
The article discusses not only the early-printed books, but the manuscript of the 16th century from the collection H. Klemm. The author cites the examples of various errors: committed by the masters-rubricators in manuscript decorations of the books, engravings printed upside down, errors in the dates in the text and on the book covers, etc.
These errors are the direct evidence of the work of masters on printing and decoration of the books committed due to the various reasons: inattention, haste. They impart to these books the unique individuality.

There was analyzed the publishing activities of certain associations, enterprises and individuals, connected with the Evangelical Lutheran community of St. George. The author proves that the Samara German language book publishing used the printing houses of other regions. Novelty of the article is in the described process of impact of the book on criminals in the territory of Western Siberia considered through the cultural, historical and psychological aspects. With the use of previously unknown archival materials there are revealed the cure methods of the condemned by using the book, and the relationship to the prison literature of the political prisoners. The personality of prisoners differed by a set of moral qualities, but almost all of them were ready to the perception of people around and themselves through the literature. Illiteracy was the main obstacle in education of the condemned, but the administration of prisons opened prison schools and organized reading literature aloud. The first prison libraries appeared in the 1860-ies and were replenished generally at the expense of philanthropists. F.M. Dostoyevsky’s novels “Crime and Punishment” and “Notes from the Dead House”, fairy tales and poems by A.S. Pushkin were the most popular books: they filled life with romanticism and were a compensation factor. Political prisoners denied any educational methods, preferring to read revolutionary literature. It is impossible to track extent of impact of book on the process of correction of criminals, but it is possible to claim that libraries started forming the atmosphere of book which is the most important condition of education in prisons, and is a necessary prerequisite for correction of a convicted person. 2016 (Vol. 1), no. 2

The Library of St. Theophan the Recluse Cellular Library, St. Theophan the Recluse, Seclusion, the Losevs, Library of the Church of St. Nicholas in Tolmachi The article describes the history of the library of St. Theophan the Recluse, also known as “Theophan Zatvornik” (1815—1894), the famous theologian and spiritual writer of the 19th century, the owner of one of the largest private libraries. Despite the large number of studies on the theological heritage of St. Theophan the Recluse, the history and composition of his library is still not revealed, what determines the relevance of the article. The main objectives of the article are to identify and analyze all the surviving inventories of the library, to explore the possibility of determining the composition and history of the library. The main sources for this task are the memoirs of his contemporaries, published in the periodicals of the 19th century, as well as two inventories of the library, made after the death of St. Theophan the Recluse, by the librarian of the Moscow Theological Seminary N.A. Kolosov and by the unknown author. There was revealed that after the death of St. Theophan the Recluse, his library got into the library of the Church of St. Nicholas in Tolmachi, and after the revolution — to the Russian State Library. All the books had Losevs library stamp. Research work on revealing all the editions with Losevs library stamp in the holdings of the Russian state library will allow to determine the composition of the book collection of St. Theophan. 2016 (Vol. 1), no. 2

The Formation of the Library System of India (19th — 20th centuries) Library Policy, the National Mission of Libraries, the History of Librarianship, National Library of India, Education, S.R. Ranganathan, Raja Rammohan Roy Library Foundation This article is devoted to the formation and development of system of public libraries in India and their place in the educational, social, cultural and informational space of the country. The formation of the library system in India occurred during the complex colonial and post-colonial periods of its history. It took place in the conditions of underdevelopment, the uneven social, political and cultural development of the regions, ethnolinguistic disunity, and mass illiteracy of the population, dominating in the society of caste, religious and gender prejudices. The article demonstrates that public libraries in India, beginning with their appearance in the first half of the 19th century, had a special mission. They were considered not only as repositories of books, but, first of all, as centers of education, aimed to spread the knowledge, fight with ignorance by introducing to the reading, to raise the cultural and intellectual level of Indian society, thereby contributing to its prosperity. The article describes the main stages and directions of state policy of India in the field of librarianship from the early nineteenth to the late twentieth century, recounts the history of the founding of the National library, emphasized the role of Raja Rammohan Roy Library Foundation. Officers’ Libraries in the Corps of Military Engineers: How Many of Them Were There? Corps of Military Engineers, Engineer and Sapper Officers’ Libraries, Catalogues of Books, Regimental History Recently there appeared quite a lot of publications on the history of military libraries of pre-revolutionary Russia. There arose the question, how many of them there were and why it was so important to know their quantity? In response to this question, first of all, we can discuss the classification of military libra-ries. Basing on the obtained quantitative data we can determine the eligibility of use of the terms “Military Library System” and “System of Military Librarianship”, applied to the libraries of the Ministry of War. Besides that, considering the number of military libraries, we can compare them with the other book collections.
In the article on the basis of the pre-revolutionary sources there is counted for the first time the number of engineer and sapper officers’ libraries in the Corps of military engineers. Reliability basis for counting the number of libraries is made by the “Regulations” of 1838, 1863, 1889, orders of the engineering Department, some catalogues of the books, regimental history, and annual summarized publications of journals on the number of its subscribers. On the basis of the above documents and publications there is consistently analyzed the growth dynamics of the officers’ libraries in the Corps of military engineers.

The article considers economic nature of library services as public goods, describes classification of library services (by the level of competitive performance of consumption and the principle of excludability; by the level of use of information and communication technologies; by the form of ownership of manufacturer), shows the active efforts of public libraries in the market of goods and services as real competitors to private entrepreneurs providing market services. The article considered the process of diversification, penetration into the Russian market of library services of publishers, archives and other organizations by means of creation of pure public goods. On the New Methodological Approaches to the Study of Library Sector in the Region Review, Collective Monograph, the Library Sector of the Region, Performance Evaluation, Methodology, Methods The collective monograph by S.Yu. Volzhenina, S.S. Guzner, L.A. Kozhevnikova “Library sector in the socio-economic system of region: methodology and methods of performance evaluation” (Novosibirsk, 2015) discusses the problems of theory and methodology of economics of library activities. The impetus for conducting the study was the need to identify the new approaches to the analysis of the status and development of librarianship in the region in the framework of the subject of the Russian Federation. The book presents the new solutions to one of the most complex problems of librarianship. There are substantiated the new terms: “Library Sector”, “Regional Library Sector”, “Regional Library Cluster”. There is described the model system of indicators and indices for assessing the activity of libraries and the method of determination of assessment of their contribution to the social production of the region. Typology as Theoretical and Practical Problem of Library Science Typology, Library, Methodology, Management The article is devoted to the problem of development of typology in library science. There are presented the basic meanings of the “type” concept. There exist two approaches to its understanding: practical (pragmatic, ontological) that is often used in everyday life, and scientific (theoretical, logical), more legitimate in professional practice and science. In library science “classification” and “typology” concepts are used in parallel, sometimes considered to be equivalent synonyms, but there is a substantial difference between them. There is analyzed and presented in a table correlation between “typology” and “classification” concepts.
There is discussed the development of problem of library typology in the national and foreign library science. There are presented parameters of library activities proposed by the library scientists to be the type forming criteria. Development of electronic libraries, that has become commonplace today, led to the problem of finding place for them in typological schemes or creating their own typology. There are highlighted two key parameters (criteria of classification): sphere of servicing, maintained social activities and area of interaction with the user. It is justified importance of the development of the problem of library typology for the theory and practice of librarianship. Development of criteria for grouping and structuring the libraries will help the orientation in library and information space, improvement of the requirements and approaches to the management of library institutions, training of experts in different library and information areas.

Online Electronic Resources and Acquisition of Library Collection Acquisition, Digital Document, Temporary Collection, Acquisition Technology, Remote Access, License Agreement, Account Collection development circumstances change due to the active use of online electronic resources. The notion of “acquisition” extends not only to the library’s own collection, but also to remote access electronic resources. The forthcoming of new acquisition objects and new acquisition methods in the electronic environment has broadened the traditional acquisition process. Materials acquired to the library’s own collection and licensed by the library have different forms of storage and methods for providing users’ services.
The method of dividing the collection in a temporary and permanent parts based on the form of documents’ ownership is considered, and the properties of documents related to the temporary collection — aggregation, chronological characteristics of material availability, renewability, legal conditions — are described. Online electronic resources features affect the properties of a temporary collection, such as reliability, dynamics, selectivity. Traditional acquisition processes have been replaced by the new processes — licensing, maintenance of financial documents for payment of services on access, registration of licensed online electronic documents. Nowadays the libraries should transform the collection development processes in terms of working with remote access electronic resources.

The experience of the Library for Natural Sciences of the Russian Academy of Sciences in Providing Information Services for Scientific Research Academic Library, Library Automation, Information Services, Acquisition, Network Technologies, Summary Electronic Catalogues, Data Bases The Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS) heads the Centralized Library System (CLS), including about 100 libraries of the academic institutions. There are considered the main directions of information services for scientific research, using the example of LNS. Special attention is paid to the formation of the collections for CLS, formation and communication of secondary information to scientists, provision of primary information. New network acquisition technologies, summary internet catalogues, current information dissipation and some other network services based on LNS RAS software are being described. Indexes of Readings for Canonical Worship in the Manuscripts of Kirillo-Belozersky Monastery Old Russian Manuscripts, Kirillo-Belozersky Monastery, Monastery Libraries, Canonical Worship Readings, Indexes of Readings, Veneration of “New Saints”, Obikhodniki, History of Bibliography The article discusses the characteristic features of the manuscripts — monuments of the Old Russian bibliography — indexes of texts for canonical worship readings, composed in the largest old Russian book center — the Kirillo-Belozersky monastery in the second half of 16th — first half of 17th century. Unlike analogous monuments of the Old Russian monastic literature created in other monasteries, indexes from St. Kirill’s monastery are known in more than ten copies. The author studied manuscripts of Kirillo-Belozerskoe, Sofiiskoe and Main Collections in the Manuscript Department of the National Library of Russia, including manuscripts introduced into scientific circulation for the first time. The author specifies different versions of these indexes in the manuscript collections of the 16th—17th centuries, and concludes, that there were no less than three different versions of indexes in monastery, and they have been created during approximately one century (starting from 1560s). The tradition of compiling indexes in St. Kirill Belozersky cloister is different, when comparing with indexes from Spaso-Prilutzky, St. Iosif Volokolamsky and St. Antony Siysky monasteries. 2016 (Vol. 65), no. 3

In the review there is highlighted the uniqueness of the publication, performed in the new genre of polybiobibliographic Index of the documentary sources published in the period of 1917—2014. It is noted that the major part of the Index is compiled of 954 personal “nests” of the Russian bibliographers, beginning from the eighteenth century to the present time, regardless of the extent of their popularity. Moreover, there is given structural and substantial analysis of the methodical features of the guide, specified criteria for selection of material, analyzed its advantages and noted some shortcomings.

Right to be Forgotten: IFLA Statement and Background Information IFLA, Right to be Forgotten, Freedom of Access to Information and Freedom of Expression (FAIFE) Committee, Copyright and Other Legal Matters (CLM) Committee, Access to Information, Individual Data Privacy There is presented compilation of three articles published on the IFLA website: Information on the release of IFLA Statement on the Right to be Forgotten [1]; IFLA Statement on the Right to be Forgotten [2]; Reference material “Background: The Right to be Forgotten in National and Regional Contexts” [3].
The “Right to be Forgotten” refers to an individual’s ability to request that a search engine (or other data provider) removes links to information about himself or herself from search results. IFLA’s Governing Board has approved Statement on the “Right to be Forgotten” jointly drafted by members of the IFLA Freedom of Access to Information and Freedom of Expression (FAIFE) committee and the Copyright and Other Legal Matters (CLM) committee. The Statement highlights crucial issues (the integrity of and access to the historical record, freedom of access to information and freedom of expression, etc.), that should be considered by libraries in terms of individual data privacy. The Statement identifies areas of concern that could have negative effects on long-term access to information. IFLA has noted the global application of the Right to be Forgotten within court rulings and legislation and has also issued a background paper as reference material.

The Emergence and Development of Women’s Magazines in Russia and Japan (second half of 18th — 19th century) Women’s Magazine, Literacy, Reading, Women Readers, Women’s Education, National Concept “woman – dutiful wife and devoted mother” The history of development of women’s magazines is closely connected with the change of women’s status in the society. In Russia in the 18th century the reforms of social system under Peter the Great and Catherine the Great influenced the development of education and increase of literacy rate. As a result, noblewomen joined the reading as an intellectual activity. In 1779 N.I. Novikov published the first women’s magazine that marked the start of publication of books and magazines for women.
In Japan, the first women’s magazine was published by hands of men in 1884 to enlighten women during the Meiji Era (1868—1912), when Japan underwent metamorphosis from the feudal society to a modern monarchy and introduced the new national system of governance, including education. The emergence of women’s magazines in Japan is also related to the increase of female readers and development of system of girl’s education as an instrument of state policy.
There was difference in how the concept of “woman – dutiful wife and devoted mother” was introduced in Russian and Japanese societies, but it was adopted in both countries as dominant ideology for women’s education. It is concluded that women’s magazines from the government point of view, based on the concept “woman – dutiful wife and devoted mother”, were used to a certain extent as study guide for character education of perfect women.

Reorganization of the Printing Plant of the Land Noble Cadet Corps at the end of 1760-ies Book Publishing in Russia in the Age of Enlightenment, the Printing Plant of the Land Noble Cadet Corps, Book Craft, Book Trade, Private Publishers, Y.L. von Brandt, I.F. Theils On the basis of archival documents of the Russian State Military Historical Archive there is analyzed reorganization of the printing plant of the Land Noble Cadet Corps, executed in 1768, and its consequences. There are considered the questions of organization of printing production and book trade, relations with the authors and private clients, the economic viability of the printing plant in the late 1760-ies — early 1770-ies. There were adopted “The Development Priorities of the Russian Library Association for 2016—2020” and Resolution of the Congress. Vladimir R. Firsov, President of RLA, presented the Report on the activities of the Russian Library Association in 2015—2016. There were conducted workshops, round tables and 17th Exhibition on publishing production, new information technologies, products and services. There were outlined the development vectors of RLA for the future years and approved the results of elections to the Board of the Russian Library Association.
The official ceremony of “Dedication to Profession” and awarding of the RLA Medal “For Contribution to the Development of Libraries” and Commemorative Medal of the Year of Literature took place. Krasnoyarsk received the status of “Library Capital — 2017”.

The Library as National Value in the Era of Globalization (Elements of Library Axiology) Axiological Function, Library Axiology, Library Values, Globalization, Dialogue of Cultures, Identity, National Values, Universal Values The article is devoted to the formation of library axiology in the era of globalization. To make sure that libraries will be really demanded in the post-industrial information society, there is needed to realize the following: firstly, what is the essence of axiological function of library; secondly, what type of value is the social institution of library itself; thirdly, whether Russia needs the value of this type in the era of globalization. There are studied axiological function libraries, social needs, satisfied by libraries, national and universal values. There is proposed the following definition: axiological function of library — is the essential function which enables the use of documentary resources in accordance with values specified by the founder. There is substantiated the status of the library as the national value, ensuring evidence of identity and dialogue of cultures. Library axiology, concerned with satisfaction of absolute and variable needs, should be based on a universal reference system, where the values of Truth, Good, Reason, Freedom, Justice, and others should take their rightful place. 2016 (Vol. 65), no. 4

Library Statistics: in Search for Optimal Solutions Public Libraries, State Statistical Reporting, Transformation of the Library Networks Problems of state statistics in the field of library activities are covered in close connection with transformation of the network of public libraries in the Russian Federation. There are presented results of monitoring of the network of public and municipal libraries for the period of 2012—2015, performed by the National Library of Russia within the framework of the All-Russian project “Corporate Full-Text Database ‘The Central Libraries of the Russian Federation’” (http://clrf.nlr.ru). There are designated the key transformations of the regional library networks: reorganization and liquidation of libraries, disunity and heterogeneity, instability and variability of the network structure. These changes are directly related to the goals and priority tasks of the Federal statistical observation over public libraries; which influence the formation of the objective view on the scope of work, directions of activities and resources of different types of libraries, on the actual level of availability of libraries in the constituent entities of the Russian Federation, on the status of library services in the country. There are identified problems of the existing tools of the Federal statistical observation: absence of consolidated data on the activity libraries of all types, the wrong reflection in statistics of the most important indicators, different regional approaches to filling in the forms of the Federal statistical reporting. Taking into account the real situation of libraries, there are formulated the actual proposals on changing the form of Code of Annual report of public libraries administered by the Ministry of Culture of the Russian Federation. The proposed changes are designed to reflect the full scope of library activities of three types of organizations: municipal libraries; state libraries of the constituent entities of the Russian Federation; other organizations engaged in library activities. 2016 (Vol. 65), no. 4

General Universal Bibliography of Periodicals in Russia: History, Theory, Practice Bibliography of Periodicals, Russia, General Universal Bibliography, the History of Bibliography, Theory of Bibliography There is described theoretical and practical value of published 60 years ago annotated Index “General Bibliographies of Russian Periodicals 1703—1954 and Materials on Statistics of Russian Periodicals” by M.V. Mashkova and M.V. Sokurova (St. Petersburg, 1956) with introductory article by P.N. Berkov. The latter included short essay, being the first attempt to generalize the history of the development of this area of bibliography from its origin up to 1955, and analysis of periodicals as an object of bibliography. There is considered further development of bibliography, history and theory of national general (universal) bibliography of periodicals after 1955, in particular, terminological designation of its object. Basing on the analysis of current state of general (universal) bibliographic control of periodicals in Russia, the USSR and the Russian Federation, there are outlined the tasks and ways for their further development in the main directions (repertory bibliography of periodicals 1703—1917, current national universal bibliography of periodicals). 2016 (Vol. 65), no. 4

Bibliographic Information Online: Capabilities and Prospects (Experience of the Russian State Library) Bibliographic Information, Electronic Bibliographic Resources, Information Technologies, Online Bibliography, Bibliographic Information Retrieval, Modern Libraries, E-libraries, the Russian State Library, Coordination of Bibliographic Activities The article reviews the role and place of electronic bibliographic information, provided online, in the structure of modern informational society. There is discussed the question of reduction of libraries’ involvement in search and retrieval of information, required for readers’ professional activities and personal development. The Internet ability is assumed to reduce the role or even entirely replace the libraries not only in providing information on printed and electronic publications, but also in providing publications themselves to the users. One of the solutions to this problem may be an innovative approach to the information bibliographic activities of various types of libraries. To take a worthy place in the system of information search and retrieval, the libraries need to turn into the actual mediator between the readers and the book. To implement this goal the libraries need to not only timely post in open access the high quality information bibliographic resources and provide online services, but to make them comfortable and attractive to contemporary users.
On the example of the Russian State Library there are discussed the possibilities of creation of electronic bibliographic resources and, primarily, the new ways of their representation in Internet. It is shown that the use of online technologies in creation of the bibliographic information allows the bibliographer to communicate directly with readers, getting feedback, considering the requests, discussing the topics, interesting for the users. There are determined the prospects of joining the efforts of libraries on creation and reflection in Internet of bibliographic resources, available in common access.

The New Attribution of the Earliest Parchment Manuscripts: Special Version of the Novgorod Menaia of the 12th century Palaeography, Codicology, Worship Service Menaia, Novgorod Manuscripts of the first quarter of the 12th century, St. George (Yuryev) Monastery in Novgorod The article discusses the actual questions of clarification of composition and attribution of the oldest East Slavic manuscript heritage in the libraries of Moscow and St. Petersburg. On the basis of comparison of palaeographical, codicological and textual data there is made a conclusion that two separate manuscript fragments RSL, M. 1337 and NLR, Sof. 199 belong to the one codex. That manuscript was a two months worship Service Menaia for March—April written by a scriber for St. George monastery in Novgorod approximately in 1119. On the basis of palaeographic analysis of manuscript there is made significant conclusion on the very important features of the Old Russian script in Novgorod of that time. 2016 (Vol. 65), no. 4

Brochure of the 18th century on the Journey of Peter the Great to Paris and its Author Peter the Great, France, A.A. Nartov, Medal Art, Russian Book of the 18th century The article is devoted to an obscure Russian brochure of the 18th century, containing a chronicle of the journey of Peter the Great to Paris in 1717. Instead of the title page that anonymous edition had a description of a medal minted at the Royal Mint in the presence of the Tsar. The peculiar feature of chronicle narration of the visit is that the events of May, 1717 were described briefly with errors; however, June events were covered in more details. The author ascertained that the text of the brochure was almost completely borrowed from a book by J. Rousset de Missy “Notes on the Reign of Peter the Great” which was published in Holland in French language after Peter the Great death. The author of the book, in turn, borrowed the information from the Paris newspaper “Le Nouveau Mercure”. In several cases the Russian publisher supplemented the story on the journey with the material, quite similar to literary fiction. The author of the brochure was Andrey Andreevich Nartov (1737—1813), a well-known writer, statesman and public person in Catherine’s time. He was also the author of a collection of historical anecdotes under the title “Memorable Narrations and Speeches of Peter the Great”. Both works by Nartov were made as compilations from European sources, added by the author’s fiction. 2016 (Vol. 65), no. 4

Book Monuments in the Context of Cultural Heritage of Russia Book Monument, Cultural Heritage of Russia, Theory and Methodology of Study of Book Monuments Review of the bibliographic Index “The Collection of Book Monuments (Rare and Valuable Books) in the Libraries, Museums and Archives of the Russian Federation (1917—2014)” [1].
There is determined the place of book monuments in the system of cultural heritage of Russia; analyzed approaches to organization of its recording, including, inter alia, preparation of bibliographic indexes. There is marked expansion of the boundaries of chronological period in the reviewed index, as well as the breadth and depth of the covered material. It is emphasized that the used scheme of material classification allowed including books, articles from journals and collections, addressing theoretical and methodological problems in the study of book monuments. Arrangement of material by geographic principle allows revealing and analyzing the status of work with book monuments in the regions of the Russian Federation.

Vtorov, Book Collection, Private Library The article refers to Ivan Vtorov, the famous bibliophile of the Volga region, to his passion for reading, to the way how he assembled his library. The article describes the activity of son of I.A. Vtorov — Nikolay Ivanovich, who granted the book collection of his father to the city of Kazan for the organization of public library; and he continued to send books for twenty years and contributed to the opening of the library. The article reveals the significance of this book collection, that served as the basis of library stocks of the Kazan City Public Library — nowadays the National Library of the Republic of Tatarstan — and played an important role in the formation and development of the Library. There are considered chronological boundaries and characteristics of the unique composition of the book collection of I.A. Vtorov. Book Graphics of B.B. Titov Book Design, Graphics, Cover, Art Deco, B.B. Titov The article is devoted to the artwork of B.B. Titov, one of the most prolific and original domestic book artists, whose heritage is still understudied. Analyzing numerous covers and a few illustrative cycles, created by the master during the 1920s—1930s, the author reveals the characteristic features of the book graphics of B.B. Titov, as well as the circle of his favourite themes and techniques. In the laconic figurative drawings by the artist (usually contour or silhouette) there appeared characteristic of that age understanding of book graphics as a very conditional art, designed to reveal not common specifics, but “symbolism of images”. In a most diverse and inventive manner the book artist works with the most hackneyed symbolic objects (hammer and sickle, two-headed eagle), each time playing with these characters in new ways, turning them into ornamental elements. Non-objective covers by Titov, often only associatively connected with the title and content of the book, designed very unusually, clearly detect proximity of the master to Art Deco style. Individuality of the artist appeared as well in a purely typography work, where letters and numbers, as if endowed with human characters, sometimes acting pretty strange, enter into complex relationships. Highly distinctive artwork of B.B. Titov, who managed to synthesize very different from each other stylistic trends, who defined the “graphic outlook” of the products of such major publishers and publishing houses as Gosizdat, “Federatsia” (Federation), “Zemlya i Fabrika” (Land and Factory), “Proletarian” — is extremely interesting and significant, however, undervalued phenomenon of the Russian book culture. 2016 (Vol. 65), no. 4

Access and Opportunity for All. How Libraries Contribute to the United Nations 2030 Agenda IFLA, UN Agenda 2030, Sustainable Development Goals, Libraries and Development, Access to Information and Knowledge In 2015 the United Nations adopted “Transforming our world: the 2030 Agenda for Sustainable Development” (UN 2030 Agenda). Access to information and knowledge through ICTs supports sustainable development and helps to improve people’s lives. Libraries are among key institutions that can contribute to improved outcomes across the Sustainable Development Goals (SDGs). IFLA’s booklet lists all 17 Sustainable Development Goals with examples demonstrating the contribution of libraries from different countries of the world to implementation of these Goals. Libraries of India Today: from Old Problems to New Horizons Library Policy, the National Mission on Libraries, Education, Public Libraries, National Library of India, Modernization of the Library System, Integrated Library-Information Space, Digital Library, Equitable Information Society The article describes the state policy of India aimed at the improvement of the role of libraries as centres of education, information and self-study. There are listed the largest public libraries — the national depository centres, receiving legal deposit, as well as libraries, administered by the Ministry of Culture of India. There is considered in detail the history, current status and work plans of the National Library of India in Kolkata, celebrating its 175th anniversary in 2016. There is characterized the structure of the network of public libraries of India at present, based on hierarchical model: state — district — block — village/panchayat. There is presented implementation of the project of Digital Library of India. There is described the plan of “The National Mission on Libraries”, approved by the President of India for modernization of the library system of the country, designed for 2015—2017 and aimed at formation of the integrated library information space, as well as its main components: creation of the National Virtual Library of India; development of network of model libraries; elaboration of the new standards. 2016 (Vol. 65), no. 4

They demonstrate that job printing products used in different areas of public and private life (business cards, invitation tickets, advertisements), government control (patents, travel vouchers), trade and commerce (bills of exchange, bills of lading, announcements, price lists, labels, directories, registries), entertainment (lottery tickets, theatre tickets), were widespread in the social and business culture during Catherine’s time. 2016 (Vol. 65), no. 4

Model of Organization of Practical Training of Students as a Tool for Improvement of Quality of LIS Education LIS Education, Planning of Practical Training at University, Professional Interaction, Model of Practical Training In the conditions of educational system reforming the quality of education acquires particular importance. Search for the new tools and instruments for conformance to the modern requirements does not contradict with the usage and update of the traditional, proven by years forms of education. The article considers the process of organization of students’ practical training and reveals its significance in developing professional competence of future professionals and establishing partnership of University with employers. There is marked interest to professional interaction from both sides: University leadership and management of the libraries. There is made conclusion on poor development of mechanisms of this interaction. There is also characterized the role of student who is able to participate in shaping his educational path; identified and described the legislative and regulatory basis of the process. Using the example of St. Petersburg there is considered the potential capacity of organizations able to act as coordinators and partners of the University in the process of organization and management of practical training.
