3. Approaches to the Estimation of Efficiency of State Investments in the Development of Librarianship

8. RDA (Resource Description and Access): Approaches to the Choice of Data Language in Bibliographic Record

  • Abstract: The article presents the brief analysis of the provisions of RDA new international rules (Resource Description and Access), that determine the choice of language/graphic in bibliographic record. Beginning 2013, RDA rules are being implemented in the U. S. and European libraries and claim the status of International Standard. In Russia there were started preparations for the development of new version of the Russian Cataloguing rules; and in this regard, it is proposed to evaluate the possibility of use of RDA bibliographic description of text in the national practice — either in the form of authentic translation into Russian, or as an adapted methodology of the main provisions.

There is given the brief quantitative description of the collection, as well as there are described the most valuable samples. It is noted the uniqueness and importance of the book collection of D. V. Polenov for Tambov region.

14. Crimea in the Watercolors of D. M. Strukov, the Moscow Artist

  • Abstract: The article describes the versatile personality of D. M. Strukov — the artist, architect, archaeologist, restorer, teacher. There are briefly presented the main milestones of his biography. Special attention is paid to the work of Strukov in the Crimea and to his watercolors «Drawings of the historical monuments of Christianity in Taurida», created in the process of archaeological research in 1867–1892. The author gives the general characteristics and description of the works devoted to ancient temples, in particular to cave cities (Inkerman, Tepe-Kermen, Mangup-Kale and others) and to gravestone monuments.

Special attention is paid to creation of the unique illustrations to the poetic collections of the great Russian poet Nikolay Rubtsov.

17. Improving Practices. Statistical Standards in Global Libraries

  • Abstract: Library standards are recommended ways of working in libraries; they often differ from practices, or the ways libraries actually work. The purpose of standards is to improve practices. Standards are only interesting if they change the way librarians actually do their work. We may distinguish between active and passive standards. Nearly all standards are developed by committees that include practicing librarians. Active standards interact with their environments: they are openly discussed, widely applied and frequently revised by the library community. Passive standards are locked up in documents that few practitioners read or care about.
    The paper presents interaction between standards and practices in library statistics, with examples from IFLA, OCLC and ISO.

18. The Current State and Strategy of the National Program of Support and Development of Reading in China

  • Abstract: Proposing and propelling nationwide reading is the basic state policy of many countries, and reading is of vital importance for progress of nation. This article analyzes the current situation and gives characteristic of the nationwide reading in China in the recent decade. The article lists some strategies of the levels of national policy, industry collaboration, reading carrier and special groups, and digital reading that China adopts for propelling nationwide reading, in the era when traditional reading and digital reading coexist and mutually complement. These strategies ensure continuous and effective development of nationwide reading activity, and enhancement of national quality.

It is shown, how such principles are used in the Republican Medical Library and Information Center (Kazan, Republic of Tatarstan) in relation to the readers of the library (doctors and patients of hospitals), students of Kazan State University of Culture and Arts, undertaking there their practice, post graduate students of system of professional development and retraining of staff of medical libraries.
